Industry Notice: Quality Handicaps
Attention: Trainers
Please be advised that effective Monday 17th November 2008, all Quality Handicaps will now carry a maximum top weight of 60kg, up 1kg from the previous top weight allocation of 59kg.
The minimum weight will remain at 53kg.
This will affect the following programmed races:

Industry Notice: Venue Change
Attention: Participants
Please be advised that the Tasmanian Turf Club (TTC) race meeting scheduled on 14th December 2008 at Tasman Park (Launceston) has been relocated to the Tasmanian Racing Club (TRC) situated at Tattersall's Park (Hobart).
The races programmed for this meeting will be run on the Elwick Track and will remain as programmed in the Spring/Summer Edition of the Tasmanian Racing Calendar.
Note that there will be SKY coverage on this day.

TTC Press Release: Trials
All industry participants, owners & patrons please be advised that trials have been scheduled at TasmanPark on Tuesday 18th November 2008 on the new Strath Ayr track.
- 2YO over 800m
- 3YO Cup runners over 800m or 1100m
- Newmarket runners over 1100m
Note: Open trials are for Newmarket horses only and 3YO trials for 3YO Cup horses only
Trials will commence at 10.30am, the members area will be open for viewing.
Please also note that as from the next set of trials to be conducted on Tuesday November 11 the nomination fees will increase from $60 to $70 this is due to an increase in jockeys riding fees.

Industry Notice: Weight Declaration Time Change
Dear Trainers:-
Please be advised that the Tasmanian Thoroughbred Racing Council (TTRC) have changed the time for declaration of weights for the Devonport Racing Club meeting scheduled for Sunday 9th November 2008. The new times are listed as below:
- Nominations will still close at 12 noon on Monday 3rd November 2008.
- Extended nominations will now close at 3pm on Monday 3rd November 2008.
- Weights are to be declared by 5pm on Monday 3rd November 2008.
Note, that previous weights for this race meeting were to be declared on Tuesday 4th November 2008 (Melbourne Cup Day).

Industry Notice: Jockey Travel Subsidy
The Tasmanian Thoroughbred Racing Council (TTRC) today announced a range of new policies to assist jockeys and apprentices with travel costs related with riding at Tasmanian race meetings.
The current shortage of available riders for Tasmanian race meetings has been a challenge for the industry over the past couple of months and these initiatives have been developed to assist with the rising costs of travel and to encourage the required number of riders to participate at Tasmanian race meetings.
From 1st November 2008 the TTRC will provide subsidies for jockeys and apprentices riding at Tasmanian race meetings, Tasmanian based riders will be eligible for a petrol subsidy and interstate riders an airfare subsidy based on the total number of rides per race meeting.

Press Release: Racing Carnivals
The Tasmanian Thoroughbred Racing Council (TTRC) today announced the implementation of dedicated Spring and Autumn Carnivals to compliment the Tasmanian Summer Racing Carnival (TSRC) and entire thoroughbred racing calendar for the 2008/09 racing season and beyond.
The new carnivals will include feature meetings at the DRC, TRC and TTC and provides greater opportunities and returns for owners, trainers, breeders and jockeys across the entire year.
The Tasmanian "Spring" Racing Carnival will include three feature meetings in consecutive weeks, culminating with the much anticipated return of TasmanPark for the Newmarket meeting on November 30th 2008.

Amendments to the Australian Rules of Racing
The Australian Racing Board, at its meeting on 17th April 2008, made the following amendments to the Australian Rules of Racing, effective on the days set out in each case:
New rule AR.104A added, effective 1st August 2008:
"AR.104A. A weight allowance of 2kg to fillies and mares shall apply to all set-weight and set-weight-and-penalties races, other than those races that are restricted to fillies and mares."
Subrule (1) of AR.103 amended, effective 1st August 2008: (words added): to read:
"(1) The top weight allocated for handicap flat races must not be less than 58 kilograms, except for Group 1 handicap races and races in which 2yos only can run, for which the allocated top weight must not be less than 57 kilograms."
AR. 104 - Introductory words amended: effective 1st August 2008: (words substituted) to read:
"The Standard Weight-for-Age, expressed in kilograms, for flat races shall be from 1st August 2008 in accordance with the following schedule:"
AR.104: Addendum to the Weight-for-Age Scale amended: effective 1st August 2008 (substitution of weight allowance): Addendum to read:
"Fillies and Mares allowed 2kg from 1 August - 31 July"
Amendment to AR. 81AA: effective 1st June 2008; (paragraph (b) added and existing subrule numbered as paragraph (a). Subrule (1) then to read:
"AR. 81AA. (1) (a) No rider shall present himself to ride in any race, trial or trackwork unless he is physically fit to fulfil the requirements of such activity,
(b) A rider shall report to the Stewards, as soon as practicable, any injury, sickness, abnormality or condition that may affect or may have affected him in the performance of his riding duties."
Amendment to AR.118AA: effective 1st June 2008: (subrule (2) added):
"(2) All lead or other weight must be carried in the saddle or lead bag pouches and must be securely fastened therein."
AR.22, second paragraph, amended: effective 1st June 2008: (words deleted, words added) to read:
"The Registrar or Deputy Registrar or the Stewards may, whether or not the transfer has been effected, inquire into the bona fides of the transaction or proposed transaction and the identity of the persons or horses concerned, and whether they or any of them are under any disability under the Rules. If the Registrar, Deputy Registrar or the Stewards is or are not satisfied as to the bona fides of the transaction or the identity of the persons or horses concerned, or determine that they or any of them are subject to a disability under the Rules, the Registrar, Deputy Registrar or the Stewards may reject the application for transfer or, if it is already effected, set aside that transfer. Until such transfer is registered the horse shall not be permitted to start in any race without the leave of the Principal Racing Authority or the Stewards who may impose such conditions as they see fit."
AR.141A(2)(a) amended: effective 1st June 2008: (words inserted, words replaced) AR.141A(2)(a) to read:
"(a) obtain approval from the Stewards for the use of any synthetic hoof repair material, hoof pads or any non-standard, partial, modified and/or therapeutic, racing plates or tips; and"
AR.149, as follows, deleted: effective 1st June 2008:
"AR.149. If a horse be led away from the scales before the rider is declared weight, no article shall be taken off such horse for the purpose of being weighed with the rider, although the rider shall not be the proper weight without it."

The Tasmanian Thoroughbred Racing Council (TTRC) today announced a major restructure to the SuperVobis (TAS) scheme with advertised bonuses set to increase to $750,000 per annum for qualified thoroughbreds from 1 June 2008.
This initiative represents an increase of over 100% in available SuperVobis (TAS) bonuses from the current season and is sure to be embraced by the owners and breeders in Tasmania.

Expression Of Interest: EI Vaccination
The Tasmanian Thoroughbred Racing Council (TTRC) has received an initial allocation of Equine Influenza (EI) vaccines for 1,000 priority horses. With the impending Tasmanian Summer Racing Carnival (TSRC) and Tasmanian Yearling Sales the TTRC has identified the need for the vaccination program to commence immediately and requires a number of Veterinary Surgeons to undertake this process on behalf of our participants.
The 1,000 thoroughbreds are located primarily in the South and North of the State but there will be a requirement for the Veterinary Surgeons to travel to complete the entire process.
The TTRC has identified the priority horses and is in the process of confirming each individual location and is currently compiling a vaccination schedule.

On Friday the Tasmanian Thoroughbred Racing Council (TTRC) received confirmation that an initial 2,000 Equine Influenza (EI) vaccines have been immediately allocated for priority thoroughbreds in Tasmania, enabling 1,000 individual horses to be inoculated.
The TTRC has prioritised the initial allocation to yearlings entered for the upcoming 2008 Magic Millions Yearling Sales and also the current thoroughbred racing population expected to race throughout the remainder of 2007 and during the 2008 Tasmanian Summer Racing Carnival (TSRC).
The TTRC has estimated that 300 individual yearling's require immediate vaccination in addition to the estimated 700 individual thoroughbreds either racing, in work, or planning to commence a preparation in the coming months.
In order for the available vaccines to be prioritised and allocated accordingly, trainers are required to complete an application form detailing the current horses in their individual stables.
It is imperative that you complete and return the application form by 12 Noon, Wednesday 14 November 2007 to ensure timelines can be adhered to.
Further correspondence and information will be distributed to all trainers later this week after all application forms are collated and priority horses confirmed and draft scheduling has been completed.

Method of elimination of surplus horses
FIRST - horses which have received no weight penalty for the race, in order of lowest aggregate prizemoney received. Horses in this category with equal aggregate prizemoney shall be eliminated by lot.
SECOND - horses which have received the lowest weight penalty for the race, and so on upwards until the safety limit is reached. Horses in the same weight penalty category shall be eliminated in order of lowest aggregate prizemoney received.
Horses in the same weight penalty category with equal aggregate prizemoney shall be eliminated by lot.

Method of elimination of surplus horses:
FIRST - horses which have not been placed 1st to 4th inclusive in a race and have not been placed 1st to 3rd inclusive in an official 2YO trial in any metropolitan area of Australia or Organised Trial in Tasmania. If horses in this category exceed the number to be eliminated, then elimination shall be by lot.
SECOND - horses which have not been placed 1st to 4th inclusive in a race but which have been placed 1st to 3rd inclusive in an official 2YO trial in any metropolitan area of Australia or Organised Trial in Tasmania. Trial winners will receive preference over those placed second and third. Horses placed second will receive preference over those placed third. Surplus horses in this category remaining after the exhaustion of such preferences shall be eliminated by lot.
THIRD - horses which have not won a race.

Press Release: Workers Compensation
The Tasmanian Thoroughbred Racing Council (TTRC) has announced the implementation of Workers Compensation coverage for all jockeys and apprentices from 1 November 2007.
The Tasmanian Government recently passed amendments to the Workers Rehabilitation and Compensation Act enabling all jockeys and apprentices coverage for all riding and training related activities in Tasmania.
TTRC CEO Rohan Mitchell said "This has been a contentious issue for many years and we are delighted to have achieved the required resolution on behalf of our jockeys".
"It now ensures that our riders are adequately covered for all medical related expenses and entitled to overall benefits comparable with the mainland".
Mr Mitchell stated "Not only does this assist our local riders but now enables interstate jockeys and apprentices to participate in Tasmania with full workers compensation cover".
TJA Secretary Kevin Ring said "The Tasmanian Jockeys Association (TJA) is extremely pleased with the outcome, on behalf of the TJA we would like to thank the TTRC and Tasmanian Government for their collective efforts".

Commencement of Breeding Season
At its special emergency national meeting today the Australian Racing Board agreed to a proposal by Thoroughbred Breeders Australia that the commencement of the breeding season be brought forward from 1st September to 27th August, 2007.
Having received a request from the national peak body representing the Australian breeding section, the ARB resolved today that in the exceptional circumstances of the current outbreak of Equine Influenza, and the uncertainty about the duration of restrictions on the movement of horses in the near future, approval is given for mares to be covered from today's date, 27 August, 2007.
This will permit mares currently domiciled on breeding farms to be covered by resident stallions from today, bringing the breeding season forward by six days. This action is being taken in the hope of ameliorating to some extent an anticipated congestion of mares' coverings when the current restrictions on the movement of horses are eventually lifted.
The outcome of this decision is that 2008 foals who are the result of a covering between 27 August 2007 and 31 August 2007 will be recognised as the same age as those whose dams were covered from 1 September 2007.
The Australian Racing Board stresses that this Order is subject to all current and future Government orders and edicts restricting the movement of horses.
The Australian Racing Board will work in close co-operation with the Australian Stud Book and Thoroughbred Breeders Australia in the implementation of this change.

Industry Notice re Promulgation of AR.64K
The Australian Racing Board today resolved that AR.64 is to come into effect on and from 27th August, 2007. AR.64K provides:
"AR. 64K. (1) The Australian Racing Board may, by order in writing, declare an infectious or contagious animal disease or condition to be a notifiable disease or condition for the purposes of this Rule.
(2) A person who owns or is in charge of, or has in his possession or control, a horse which the person suspects or should reasonably suspect is infected with a notifiable disease or condition, and who does not, as soon as possible after he should have suspected or became aware that the horse is infected, report the fact to the Principal Racing Authority in that State or Territory by the quickest means of communication available to the person is guilty of an offence.
(3) A person who owns or is in charge of, or has in his possession or control, a horse which the person suspects or shall reasonably suspect is infected with notifiable disease or condition must as far as practicable keep that horse separate from other horses or animals not so infected. A person who contravenes this subrule is guilty of an offence.
(4) If they reasonably suspect any premises, place or area to be contaminated with a notifiable disease or condition, the Stewards may by order in writing declare it to be an infected place. Such written notice of an order declaring any premises, place or area to be an infected place must be given to the owner or person in charge or in apparent control of the premises, place or area to which the order relates.
(5) If they reasonably suspect any vehicle to be contaminated with a notifiable disease or condition, the Stewards may by order in writing declare it to be an infected vehicle. Such written notice of an order declaring a vehicle to be an infected vehicle must be given to the owner or person in charge or in apparent control of the vehicle to which the order relates.
(6) Any person (other than a person expressly authorised to do so by the Stewards) who brings, moves, takes or allows any person to bring, move or take any animal, fodder or fitting into, within or out of any such premises, place, area or vehicle, declared under subrules (4) or (5), or who causes, permits or assists any vehicle to enter or leave any such premises, place or area is guilty of an offence.
(7) Without limiting their powers, the Stewards may attach conditions to an authorisation referred to in subrule (6) including conditions that the animal, fodder, fitting or vehicle to which the authorisation relates -
must first be disinfected to the satisfaction of the Stewards and in a manner specified by the Stewards before leaving or being taken out of the infected place or infected vehicle; and must not go or be brought to any other premises or place where any specified animals, fodder or fittings are located.
(8) An order made under this Rule comes into effect on the day it is made."
The Australian Racing Board has today ordered pursuant to AR.64K (1) that equine influenza is declared to be a notifiable disease or condition for the purposes of AR.64K.

Important Industry Notice: Equine Influenza
IMMEDIATE 72 HOUR STANDSTILL ON ALL HORSE MOVEMENT

The Tasmanian Thoroughbred Racing Council (TTRC) and Harness Racing Tasmania (HRT) today announced an immediate 72 hour standstill on all horse movement in Tasmania.
Preliminary test results in NSW indicate that a number of horses have tested positive to equine influenza.
Equine Influenza
Equine influenza (EI) is a highly contagious viral disease which spreads rapidly through susceptible horse populations. Affected horses not previously vaccinated will show a high fever, nasal discharge, a persistent hacking cough, and can be depressed and off their feed. Transmission occurs primarily between coughing horses via the respiratory route. Contaminated horse transport vehicles, equipment, stable hands, veterinarians, trainers and other people who have close contact with affected horses can also transfer infection between premises.
To protect horses follow these basic rules:
- Isolate new arrivals from existing horses.
- If horses are stabled, take twice daily rectal temperatures. This is an effective way of monitoring for the occurrence of disease.
- Segregate horses by age and use, eg, keep yearlings separate from older horses and pregnant mares, and competition horses away from stay-at-home horses.
- Isolate sick horses at the first sign of illness, keeping their gear separate.
- Wash hands between handling groups of horses. Handle sick horses last.
- Keep records of horses' movements so that they and their contacts can be tracked in the event of a disease outbreak.
- Control insects and rodents. Ensure there is good drainage and manure disposal and management to prevent insects like mosquitoes and March flies from breeding.
- When vaccinating against strangles and equine herpes virus, give the full course of vaccination and regular boosters, as recommended. Use a fresh needle and syringe when vaccinating and administering any treatment.
- Clean and disinfect stables, equipment and transport vehicles regularly.
- Clean equipment like twitches with disinfectant.
- Keep boundary fences in good condition.
If you experience any sick horses with high temperatures or animals with unusual signs, immediately call your veterinarian, The Department of Primary Industries National Livestock Inspection Service Helpline 1800 678 779 or the Emergency Disease Watch Hotline 1800 675 888. This is a matter of extreme seriousness and as such, there is a necessity for rapid information regarding any suspect horse.
Trainers should also notify the Chairman of Stewards on 0408 541 044.
Movement of horses / Training
No horse shall be moved or relocated until further notice.
No horse can be floated or led to or from a stable or property into a public thoroughfare until further notice.
No horse is permitted on beaches or roads until further notice.
Trainer's oncourse that are not required to travel across roads or into public premises are permitted to exercise their horses.
In the case of a horse that requires for example, urgent veterinary attention and therefore transportation for welfare purposes, a permit may be obtained from the Exotic Disease Hotline - 1800 675 888.
Human Decontamination
EI can be carried by humans and therefore it is imperative that any person who may have had contact with suspect horses decontaminate themselves before coming in contact with horses from other areas. There is an urgent necessity for high level personal quarantine as EI can be carried through contact with skin, clothing, footwear and gear.

Horse Transport companies and participants are required to decontaminate horse floats with disinfectant. Further information regarding decontamination can also be found on the above website

TJA Rejects Workers Compensation Interim Solution
The Tasmanian Jockeys Association (TJA) has today rejected the Tasmanian Thoroughbred Racing Council (TTRC) offer of an interim solution until such time that Workers Compensation or its equivalent is implemented for Tasmanian jockeys by the Tasmanian Government.
The TTRC offered several key incentives in an attempt to avert any strike action. The TTRC has fully complied with all the TJA's requests within legal boundaries and is extremely disappointed with the TJA's decision.

New Prize Money Structure 2007/08
The Tasmanian Thoroughbred Racing Council (TTRC) today announced a new prizemoney structure to be implemented 1 October 2007.
Despite a reduction in Betfair revenue for the 2007/08 season the TTRC has implemented sweeping changes that will maximise returns to all participants and enable structured growth in the coming years.
